The Transportation Environmental Study Report (TESR) was made available for public comment from December 4, 2025 to January 15, 2026 in accordance with the requirements of the MTO Class EA. The TESR documents the EA study, including the consultation completed, evaluation of alternatives, Preliminary Design, anticipated impacts, mitigation measures, and commitments for future work.
Following the public comment period, the TESR was revised where required in response to comments received. An updated version of the TESR was posted below on March 26, 2026. This updated version includes an errata which summarizes changes made throughout the report and the reason for each change.

As comments on the TESR have now been resolved, this project is considered to have met the requirements of the Class EA and may proceed to the Detail Design phase(s), subject to funding and approvals.
