Class Environmental Assessment Process

​This study is subject to Ontario’s Environmental Assessment Act and is being carried out in accordance with the requirements of the Class Environmental Assessment for Provincial Transportation Facilities (2000; MTO Class EA) as a Group B project. The EA process involves the collection and integration of input from engineering and scientific studies as well as consultation with the public, Indigenous communities, and agencies.

A Transportation Environmental Study Report (TESR) will be prepared for a 30-day public comment period toward the end of the study. The TESR will describe the site selection process, evaluation and selection of the Technically Preferred Alternative (TPA), the Preliminary Design of the TPA, and recommended mitigation measures.

Flowchart depicting the study process, which starts with the Notice of Study Commencement, includes three online PICs at key milestones in the study, and a Notice of Completion. Future project phases including detail design and environmental protection during construction are also included in the flowchart, noted as subject to funding and approvals.

Information collected for this study will be used in accordance with the Freedom of Information and Protection of Privacy Act. With the exception of personal information, all comments will become part of the public record.
